yes, its easy. there's a parameter of the component to allow/deny track downloads. there are three options:
everybody/only registered users/nobody

there's actually ANOTHER button for that, called "buy song", where you can put a link to wherever you want! so I guess the answer to your question is ABSOLUTELY YES! this is available out of the box

yes, ALL can be translated (although we only have translation for the component)

adding a translation for a module/plugin is just very easy, everyone can do it.
