With the statistic modules would it be possible to make a backend downloads list that contained username, track downloaded, and time/date?

Well, this is not included out of the box, but it's true that this data is stored thanks to the statistics system. So, it could definitely be done, with a little bit of custom development work (basically to retrieve this data from the statistics database and display it in a user friendly and comprehensive way for the admin, that is, you)
