I have seen the page re. the Expense Mgr and Invoice Mgr integration (http://www.joomlathat.com/expense-manager/im-integration).
From what I understand, the direction of integration is from IM --> EM.

Have you also considered the integration the other way around ?

A business user makes expenses. These can be linked to projects or customers. At the time of charging the customer, it would be great to be able to pull the expense made for that customer/projects into the invoice (EM --> IM).
