changing system message?

Hi I want to change this message 'You are not authorized to add artists' to something a bit more friendlier. Where can I do this??

    the easy way:
    download our english language file and place it into your /languages folder (or you can just create the file yourself, if you want, and name it en-GB.com_muscol.ini, if your language is English)

    then just add this sentence into it:

    YOU ARE NOT AUTHORISED TO ADD ARTISTS=Whatever you want to say
