Adding album without being the artist owner

If I understood right the only way for a user (other than admin) to add an album is to be the owner of the artist. Is there any (easy) way to skip that so a user can add an album even if he is not the artist owner?

    that is not true...!

    you can add albums on other artists as well, BUT you need to have this option enabled on the configuration!
    look at configuration
