    hello!

    yes they can, there is no problem.. the "add to playlist" button appears in every song, no matter who uploaded it...

    is that what you're asking?

    Yes. And user can choose which playlist add the song, if he has more than one playlist?

    yes of course, no problem

    all he has to do is "set playlist as current" first (button on the right, in the PLAYLISTS view)
