you can either increase this value in php.ini, or otherwise choose the option "install from folder"

if you have a value of 200M in the php.ini file means that this file isn't the one being loaded.

you can check what php.ini file is being loaded if you go to joomla global configuration -> php information on the backend.

this file you're trying to install is a plugin for Community Builder.
this plugins, unlike all the other files, that are installed through Joomla installer, must be installed on Community Builder -> plugins

if you don't have Community Builder, then just don't worry about this, you don't need it!
