I copy another post for my Question:

As a resident of the Austira, I have to comply with the recently-introduced EU ePrivacy Directive, which requires me to declare and obtain consent for any cookies my site applies to visitor's browsers. This includes all javascript and html5 cookie equivalents and any other similar local storage methods.

The only cookies excluded from this are cookies "essential for the operation" of my site, and I have to declare what these are and what they are used for.

Could you please confirm whether any cookies are used when Content-Statistic is installed on a website, what type of cookies they are and whether they are used purely for security purposes, to make the site function, to or for any additional purpose, and if so what that purpose is.

    Content Statistics does NOT use cookies at all.

    that means it works even all cookies are blocked and I can use it as an alternative for Google-Stats right?

    Yes. There's only one optional feature which uses only 1 cookie, which is to store the "geolocation" info (country and city), in case it is activated.
    This is only optional to avoid multiple requests to the geo-location server, and to speed up things. It does not store any personal or crucial information at all, it's just to speed up things.
