I have tried both Thorium AND Safari - the attached screenshot is of the Safari attempt - just spinning for over five minutes.

I just checked our check-out process and I am able to choose PayPal. It shows this page for a couple seconds and then I get redirected automatically to the PayPal website.
I don't know why you could be getting this error (also, we had PayPal payments recently so the system seems to be working normally)
Maybe you can check if the Credit Card option works for you?
