When I try to add a new content statistics (compare evolution in time) module, joomla loads the individual evolution in time module instead. I can select the pre-installed compare module that was installed when I uploaded the module originally. I've tried reinstalling the compare mod. So essentially I can modify the preinstalled compare module but can never add a new one. What would cause this?

Are you serious. I just tried it again and it's working as it should. Sorry to bother you, I don't know why it was doing that.
