Error when try to install on Joomla 3.1

I download a new Joomla 3.1 zip file, unzip on my localhost folder, install it and when I try to install "com_muscol_2.3.0_community_3.0.zip" an error appears:

There was an error uploading this file to the server.

    hello,

    this error happens if your upload_max_filesize PHP variable is set to 2M. it should be at least 4M (the package is bigger than 2M)
    please increase this value, or try installing from folder instead.
